Meta error #2655093 says that the WhatsApp Business account is already shared with a partner and that the current Embedded Signup flow cannot switch partners.
What the Error Means
The phone's WhatsApp Business Business Platform relationship still points to a previous BSP or Tech Provider. That relationship is not the same as a Business Manager role, system user, connected app, or visible entry on the WABA's Partners tab.
The block occurs before Embedded Signup grants Dualhook access. Dualhook therefore cannot inspect the WABA, identify the hidden partner, remove another provider's relationship, or open an asset-specific Meta case as the new provider.
Safe Resolution Steps
- Do not delete the number, WABA, or WhatsApp Business account.
- Update the WhatsApp Business app to the latest version.
- On the phone using the number, open WhatsApp Business → Settings → Account → Business Platform.
- Select the currently connected platform and tap Disconnect.
- Wait at least 15 minutes before retrying Embedded Signup.
- If the previous BSP has its own disconnect or release control, complete that process too.
- Ask the previous BSP to confirm that it fully offboarded the WhatsApp Business App Coexistence partner relationship for both the WABA and phone number—not merely that the number disappeared from its dashboard or API.
- Retry from Dualhook using the clean-browser steps in Connection Not Appearing.
If No Partner Is Visible
If WhatsApp Business already shows Connect to the business platform and Meta still returns #2655093, the previous partner relationship may be stale on Meta's backend.
Ask the previous provider to escalate through its Meta partner support channel. If your business can access Meta Business Support, you can also open a case there with the previous provider's written offboarding confirmation.
Removing Business Manager roles, apps, partner permissions, or system-user tokens may be useful account hygiene, but it does not prove that the phone-level Coexistence relationship was removed.

What Not to Do
Do not treat any of these as a standard fix for #2655093 unless Meta explicitly instructs you for your case:
- deleting the WABA or phone number
- deregistering and re-registering the number
- uninstalling WhatsApp Business
- creating another WABA for the same number
- revoking unrelated system users or permissions
- adding a payment method when the only displayed problem is
