Best WhatsApp Cloud API Providers for Developers in 2026

The established WhatsApp Cloud API (WhatsApp Business API) options in 2026 are Meta direct, Dualhook, 360dialog, Twilio, WATI and respond.io. Meta direct has no platform fee and is the right choice if your team can run the integration itself. If you want setup and operations handled while webhooks still go straight to your own server, Dualhook has the lowest subscription among the providers here that charge one: $12/month for one number, with no per-message markup and a 14-day free trial.

  • From $12/mo, no message markup

WhatsApp Cloud API providers compared

The monthly fee is the provider's own charge. Meta's message fees apply in every row, so the column after it shows what each option adds on top. All of these use the official Cloud API, which most people still call the WhatsApp Business API.

What about other providers?

This table covers established, widely used options. Many other services sell WhatsApp API access and the list changes often, so we do not track each one. Some are new or small, some are unofficial gateways, and some charge per message, so a lower list price or a free plan is not always a lower bill. Before choosing one, check whether it is an official Meta partner, what it adds to Meta's rates, and whether it stores your messages. Among the established providers above that charge a subscription, Dualhook's is the lowest, at $12/month.

Dualhook$12$12$12$25

Twilio$2.50$25$250$125

Provider fee per month, on one number unless stated, with messages counted inbound and outbound. Meta's own message fees come on top in every row. Twilio excludes its failed-message fee, and 360dialog excludes its 7% on marketing templates sent through standard Cloud API. WATI and respond.io are left out because they bundle an inbox and price around users and contacts, so a fee alone would not compare like with like.

Which provider fits what you are building?

Your own server, a flat fee, no per-message markup: Dualhook

Dualhook is our product, so weigh this accordingly. It is an official, badged Meta Tech Partner that connects your number through Embedded Signup, so you do not create a Meta app or manage a system user token. Meta then sends inbound message webhooks straight to your server through Webhook Override, with no provider hop and no message storage. Outbound calls go to api.dualhook.com with a per-number key: for supported operations you change only the host and the key, and the relay keeps no message content. Pricing is flat: $12/month for 1 number, $25 for up to 5, $45 for up to 10, and $99 for 25 plus $3.50 per extra number. Outside USD regions that is €12, €25, €40 and €89 plus €3. Meta bills you directly for messages. Every plan has a 14-day free trial, and a payment method is required at sign-up.

Look elsewhere if you need a shared inbox, WhatsApp Calling, groups or the Marketing Messages API, or you connect your customers' numbers.

No provider fee, if your team can run it: Meta Cloud API direct

Meta says there is “no additional fee to access our platform directly”. You create the Meta app, add a number, generate a system user token and host your webhook endpoint, and from then on you own templates, token care and monitoring. Nothing sits between you and Meta, and every Cloud API feature Meta offers is open to you. If your integration already works, adding a provider brings cost without clear value. See Meta Direct vs Dualhook for the trade-offs.

Better than Dualhook when you have the engineering time, you need Calling, groups or the Marketing Messages API, or you expect to reach 1,000 messages per second.

API hosting with vendor support: 360dialog

360dialog is an official Meta Solution Partner that sells API access per number. Regular is €49 or $59 per number per month, with 24/7 human support and a first response in under 4 hours. Premium is €99 or $119 and adds a first response in under 30 minutes and business verification in 48 hours. For higher throughput, its docs list a tier at €249 or $299 and its pricing page lists a Scale plan at €500, while Meta's own upgrade to 1,000 messages per second carries no Meta charge. Meta's fees are separate, and 360dialog adds 7% to marketing templates sent through standard Cloud API but nothing through the Marketing Messages API. A free sandbox allows 25 test messages.

Better than Dualhook when you want a Solution Partner with support response times and help with verification, you send marketing through the Marketing Messages API, or you are a SaaS connecting customers' numbers through its Partner Platform (from €250/month plus €49 per channel).

WhatsApp next to SMS and voice: Twilio

Twilio fits teams that already use its Messaging APIs or want WhatsApp as one channel in a CPaaS. Its WhatsApp pricing page lists no monthly fee: Twilio charges $0.005 per message, inbound or outbound, plus $0.001 per failed message, on top of Meta's fees, which it passes through. You call Twilio's API rather than Meta's payload shape, and messages flow through Twilio. Its self sign-up guide says a number on WhatsApp or the WhatsApp Business App must have that account deleted first, so the app cannot stay on the number. If that matters, see our Coexistence provider comparison.

Better than Dualhook when you send fewer than about 2,400 messages a month on one number, you want SMS or voice from one vendor, or you are an ISV using its Tech Provider program.

A shared inbox instead of your own backend: WATI and respond.io

Both are inbox platforms with an API, rather than API-first providers, and both offer a 7-day free trial. WATI shows prices by region: Growth is $59/month billed annually or $69 monthly, Pro $119 or $149, and Business $279 or $349. Its API allows 10,000 calls a month on Growth and 200,000 on Pro. WATI bills messages from its own rate card, which on Growth and Pro lists a US marketing template at $0.0400 and a US utility template at $0.0061, against Meta's $0.025 and $0.0034, with a further discount on Business. respond.io prices in USD: Starter is $79/month billed annually or $99 monthly, its Developer API starts on Growth at $159 or $199, and webhook events start on Advanced at $279 or $349. It advertises no usage markups, and its docs say a 5.5% Stripe fee on top-ups normally applies but is waived from 1 October 2026 until further notice. Both keep conversations in the product, because the inbox needs them.

Better than Dualhook when agents need a shared inbox, broadcasts, chatbots or AI agents without you building them. Dualhook has none of these.

What going direct to Meta costs and requires

This is the baseline every provider builds on. Meta's rates below are the base cost on every route, and a business using its own number does not need partner status to start.

What you need

  • A Meta app with the WhatsApp use case, a business portfolio and a phone number
  • A system user and a permanent access token
  • An HTTPS webhook endpoint you host
  • A payment method in Meta's Billing Hub

Limits to plan for

  • New business portfolios can message 250 unique users per 24 hours outside service windows
  • Verifying your business, or delivering high-quality templates to 2,000 unique users in 30 days, raises that to 2,000
  • Each number gets 80 messages per second, with an automatic upgrade to 1,000 at no extra charge once eligible
  • Connecting other businesses' numbers means becoming a Tech Provider: business verification, App Review and Embedded Signup
Meta's USD rates, per delivered message
MarketMarketingUtility, authentication, service
North America$0.0250$0.0034
United Kingdom$0.0635$0.0220
Germany$0.1365$0.0550
Brazil$0.0625$0.0068
India$0.0118$0.0014

Effective 1 October 2026. Check Meta's rate card for your market and billing currency.

  • Messages from users to your business are not charged, and you pay only for delivered messages.
  • Each phone number gets 1,000 free service messages a month, which do not roll over.
  • Utility templates inside an open customer service window have been billed since 1 October 2026.

What Dualhook does and does not do

It does

  • Connects your number through Meta's Embedded Signup, with no Meta app of your own
  • Routes inbound message webhooks directly from Meta to your server
  • Relays outbound calls through a Meta-shaped runtime API, with no message retention
  • Issues one revocable key per number, with rotation
  • Includes template management, webhook testing, health monitoring and in-app support
  • Keeps the account under your own Meta business portfolio, with Meta billing you directly

It does not offer

  • A shared team inbox, a chatbot builder or hosted AI agents
  • WhatsApp Calling or groups
  • The Marketing Messages API. Marketing templates use standard Cloud API, which Meta retires for marketing on 13 October 2027
  • Multi-tenant onboarding of your customers, white-label or reselling, on any plan
  • A Meta credit line or partner-led business verification
  • Full Graph API access. The runtime is an allowlisted subset, limited by default to 80 message operations per second per number
  • A published independent security attestation, formal uptime SLA or single-region commitment

Building a SaaS? It depends on whose numbers you connect.

If your product uses your own numbers, Dualhook fits, and $25/month covers up to 5 of them. If each of your customers connects their own number, Dualhook is not an option on any plan. Meta's route for that is becoming a Tech Provider, and 360dialog's Partner Platform and Twilio's Tech Provider program are built for it.

Questions to ask before choosing any provider

  1. Does its rate card match Meta's, market by market?

Compare a few of your own markets against Meta's rate card, because a message fee can hide a larger margin than a subscription.

  2. Is the API Meta's shape, or the provider's own?

A Meta-shaped API is easier to leave. A provider's own API means rewriting your sends and your webhook parser if you switch.

  3. Where do webhooks go, and who keeps message content?

Inbound through the vendor means another hop to debug and another processor to list in your privacy documents.

  4. Who owns the account, and who bills Meta's fees?

With your own payment method Meta bills you directly. With a credit line or prepaid balance the provider sits in the billing path.

  5. What operational work stays with you?

Templates, token care, webhook retries, monitoring and incident response can all stay in-house depending on the route, so price that in.

  6. Can you connect your customers' numbers?

If you are a SaaS onboarding other businesses, confirm that the plan allows it before you build on it.

Frequently asked questions

What is the best WhatsApp Cloud API provider in 2026?

There is no single best one. Meta direct is best if your team can run the integration, because it has no platform fee. Dualhook is our pick for developers who want setup and operations handled while message webhooks go straight to their own server, from $12/month with no per-message markup. We sell Dualhook, so confirm prices with each provider. 360dialog suits API hosting with vendor support, Twilio suits WhatsApp alongside SMS and voice, and WATI or respond.io suit teams that need a shared inbox.

Which WhatsApp Business API provider is best for a developer building their own integration?

Go direct to Meta if you are comfortable owning the Meta app, tokens, templates and monitoring. If you would rather not, Dualhook keeps Meta's payload shape: for supported operations you change the host and the key, inbound webhooks go from Meta to your server, and no message content is stored. 360dialog is also API-first, at €49 or $59 per number per month, with its own support and verification services. WATI and respond.io are built around an inbox, so you pay for product you may not use.

Which WhatsApp Cloud API provider should a small SaaS team pick?

It depends on whose numbers you connect. If your SaaS uses its own numbers, Dualhook fits: $25/month covers up to 5 numbers with no per-message markup. If each of your customers connects their own number, Dualhook is not an option, because multi-tenant onboarding is not permitted on any plan. In that case become a Meta Tech Provider, or look at 360dialog's Partner Platform or Twilio's Tech Provider program.

Which WhatsApp Cloud API providers have no markup?

Meta direct has none, because there is no provider. Dualhook adds no per-message fee, and Meta bills you directly. respond.io advertises no usage markups, and its docs say a 5.5% Stripe fee on top-ups normally applies but is waived from 1 October 2026 until further notice. 360dialog adds 7% to marketing templates sent through standard Cloud API and nothing through the Marketing Messages API. Twilio adds $0.005 per message. WATI bills from its own rate card, which lists a US marketing template at $0.0400 on Growth and Pro, against Meta's $0.025.

What is the cheapest official WhatsApp Business API provider?

Meta direct is the cheapest official route, since Meta charges no additional fee for direct access, but you build and run everything yourself. At very low volume Twilio's usage pricing can also cost less than a subscription. Among the established providers here that charge a subscription, Dualhook's is the lowest, at $12/month for one number. Newer or smaller services may advertise lower prices, so check their per-message fees, Meta status and message storage.

What is the cheapest WhatsApp Cloud API option for a small business with low message volume?

If someone on your team can run it, Meta direct: no provider fee, and Meta gives each number 1,000 free service messages a month. With Twilio, the $0.005 fee stays below $12 until about 2,400 messages a month, inbound and outbound included. Above that, or if you want setup and monitoring handled, Dualhook's $12/month stays flat. Template messages cost extra on every route.

How much does the WhatsApp Cloud API cost from Meta?

Meta says there is no additional fee to access the platform directly. It charges per delivered message, by category and market. On its USD rate card effective 1 October 2026, a marketing template costs $0.025 in North America and $0.1365 in Germany, and a utility, authentication or service message costs $0.0034 and $0.055. Each phone number gets 1,000 free service messages a month, and utility templates inside an open customer service window have been billed since 1 October 2026.

Do I need a BSP to use the WhatsApp Cloud API?

No. Meta lets businesses sign up directly or work with a partner. You only need partner status yourself if you onboard other businesses' WhatsApp accounts, and that means becoming a Tech Provider through business verification, App Review and Embedded Signup. A provider is optional, and worth paying for only if it saves more time or risk than it costs.

Is Dualhook a BSP?

No. Dualhook is an official, badged Meta Tech Partner, not a Solution Partner or BSP. Your WhatsApp Business Account stays under your own Meta business portfolio, you add your own payment method, and Meta bills you directly. Dualhook cannot extend a Meta credit line and does not offer partner-led business verification.

What does Dualhook not do?

It has no shared inbox, hosted AI agents, WhatsApp Calling, groups or Marketing Messages API route, and it does not permit multi-tenant onboarding of a SaaS company's customers. Marketing templates go through standard Cloud API, which Meta stops supporting for marketing on 13 October 2027, and Messaging accounts created from 13 April 2027 cannot send marketing there. Marketing-heavy teams should plan for that.

Can I keep the WhatsApp Business App with the Cloud API?

Only with WhatsApp Coexistence, and not every provider supports it. Twilio's guide says a number on the WhatsApp Business App must have its WhatsApp account deleted first. Coexistence has its own rules, including Meta's approximately 14-day primary-device inactivity window, which Dualhook covers with a 13-day reminder as a safety margin. See our separate comparison of WhatsApp Coexistence providers.

Is this comparison independent?

No. Dualhook publishes it and is one of the options. We checked each rival's prices on its own public pages on 6 November 2026 and say where others are better. Confirm prices before you buy, because providers change them and some show different prices by region.

How we checked this

Dualhook publishes this comparison and is one of the options, so it is not neutral. We read each provider's own pricing pages, rate cards and documentation, and Meta's developer documentation, pricing and USD rate card, and we left out what we could not verify there. Dualhook's facts come from our pricing and docs.

WATI's page shows prices by visitor region, and 360dialog's pricing page and docs differ on its top tier, so confirm those before you buy.
