AI Agents on WhatsApp Business in 2026: What Meta Allows and How It Works

Yes, a business can run its own AI agent on WhatsApp. Meta's January 2026 rule restricts AI Providers whose AI is the primary product, such as general-purpose assistants. An agent that answers your own customers about your own business is an ordinary sender, and its replies are billed as normal service messages.

Three rules apply to every agent:

  • message only people who opted in;
  • offer a clear way to reach a human;
  • never let WhatsApp data train or improve an AI model, except a model fine-tuned for your exclusive use.

Everything here applies to the official WhatsApp Business Platform. Unauthorized third-party tools are prohibited.

Meta's AI Providers rule

Section 4.7 of the Meta Terms for WhatsApp Business Platform:

“Providers and developers of artificial intelligence or machine learning technologies, including but not limited to large language models, generative artificial intelligence platforms, general-purpose artificial intelligence assistants, or similar technologies as determined by Meta in its sole discretion (‘AI Providers’), are strictly prohibited from accessing or using the WhatsApp Business Platform, whether directly or indirectly, for the purposes of providing, delivering, offering, selling, or otherwise making available such technologies when such technologies are the primary (rather than incidental or ancillary) functionality being made available for use, as determined by Meta in its sole discretion […].”

The test is what you make available. A chatbot product whose purpose is to let anyone talk to an AI is the target. A shop, clinic or agency whose agent answers questions about its own products, orders and bookings uses AI as a supporting function. Meta makes the final call in each case.

Where general-purpose AI assistants are allowed

AI Providers may send service messages only in markets where Meta is legally required to allow them:

MarketAllowed fromMeta's charge to AI Providers
Italy (+39)16 February 2026Charged until 12 May 2026; free since 13 May 2026
Other EEA countries11 March 2026Charged until 12 May 2026; free since 13 May 2026
Brazil (+55)11 March 2026Charged per Meta's AI Provider rates
Türkiye (+90)15 October 2026Not charged

A business running its own agent for its own customers does not need these exceptions, and AI Provider rates do not apply to it.

Can your AI vendor train on your WhatsApp chats?

No. Section 4.7 lets you use an AI company as your provider, on one condition:

“Notwithstanding the foregoing, you may retain an AI Provider as your Solution Provider. In such cases, you may not directly or indirectly allow WhatsApp Business Platform Data, including any anonymous, aggregate, or derived forms of WhatsApp Business Platform Data, to be used to create, develop, train, or improve any machine learning or artificial intelligence systems, models, or technologies, including large language models […]; provided that you may use WhatsApp Business Platform Data to fine-tune an AI Model that is for your exclusive use […].”

In practice, use a model API whose terms exclude your inputs and outputs from training. If you fine-tune, the model must be yours alone. Anonymizing the data does not create an exemption: the clause names anonymous, aggregate and derived forms explicitly.

The policy rules your agent must follow

  • Opt-in first. You may only contact people who gave you their number or username and who confirmed they want to receive messages from you. You choose the method and are responsible for it. The opt-in must make your business name and intent clear.
  • Escalation paths. Automated replies inside the 24-hour window need prompt, clear and direct escalation paths: an in-chat human agent transfer, a phone number, email, web support, an in-store visit or a support form.
  • Templates outside the window. Free-form replies are only possible inside the 24-hour customer service window. After it closes, the agent can only send approved message templates.
  • Disclosure. WhatsApp's policy does not require you to say that replies come from AI. Consumer-protection or AI law where you operate may.
  • Allowed businesses only. The Commerce Policy applies to what you sell, whoever writes the replies.

How an AI agent works on the WhatsApp Cloud API

  1. A customer messages your WhatsApp Business number. Meta delivers a messages webhook to the endpoint configured for the number: your server, a serverless function or an n8n workflow.
  2. The message opens a 24-hour customer service window. Your agent decides how to answer, using your model, your prompts and your business data.
  3. Inside the window, the agent replies with free-form messages: text, media, interactive buttons and lists. It can also mark the message as read and show a typing indicator.
  4. Outside the window, the agent can only send an approved template.
  5. Meta sends status webhooks (sent, delivered, read) that the agent can use to track delivery.

What your agent's replies cost (from October 2026)

Meta resumed charging for service messages on 1 October 2026. These are the categories an agent touches:

MessageWhat Meta chargesNotes
Free-form reply from your own agent (service message)1,000 free per business phone number per month, then the market's utility and authentication rateNo volume tiers, and unused free messages do not roll over. Without a payment method, Meta stops delivering service messages once the free tier is used
Template (marketing, utility, authentication)Per-message rate by market and categoryNeeded outside the 24-hour window
Reply written by Meta Business Agent on the Platform$2.00 per 1 million tokensAbout 4–5 cents per message. No free tier, and a payment method is required
Messages in a free entry point window (opened by a Click to WhatsApp ad, open for up to 7 days)Not chargedMeta Business Agent messages stay charged

Your model vendor bills its own usage. Dualhook adds no per-message fee.

Coexistence: staff keep the app, your agent uses the API

With WhatsApp Coexistence, the same number runs in the WhatsApp Business app and on Cloud API:

  • Each message staff send from the app or a supported companion device triggers an smb_message_echoes webhook.
  • Messages sent from the app are free and don't open or extend Cloud API customer service windows.
  • Throughput is fixed at 20 messages per second.
  • Group chats are not synchronized, and calls stay in the app.
  • History sync must start within 24 hours of onboarding and covers messages from up to 180 days before it.
  • If the phone with the app is inactive for about 14 days, Meta can disconnect the number (PRIMARY_INACTIVITY). Dualhook warns at 13 days.

A handoff pattern that avoids double replies

When an echo arrives for a contact, a person has just answered from the app. Pause the agent for that conversation for a period you choose, and resume it when it expires or when staff hand back. Echoes don't identify the staff member or device, so track the pause per conversation.

Meta Business Agent or your own agent?

Meta offers its own AI agent, Meta Business Agent. You configure it with your FAQs, business information, catalogs, files and websites, connect your own APIs through custom connectors, and manage handoffs to human agents with thread control. It suits businesses that want Meta to run the agent. Your own agent suits businesses that want to choose the model, keep the logic and data in their own systems, or use Coexistence through Dualhook.

Don't run both on the same number. Once Meta Business Agent is enabled, it becomes the primary responder for new conversations, and every other integration receives the conversations it doesn't own on the standby webhook field instead of messages. Dualhook doesn't subscribe to standby, so your own agent stops receiving those conversations.

Error 3441060: “Business AI agent is already linked to this phone number”

Embedded Signup fails with this error while the app's AI agent is linked to the number. Pausing the agent is not enough: remove it in the app, then retry. Removing it can delete the agent's setup; to keep it, connect a different number.

Keeping a new agent number healthy

  • Messaging limits apply per business portfolio and are shared by all its numbers. They cap how many unique users you can reach outside a customer service window in a moving 24 hours: 250 for a new portfolio, then 2,000, 10,000, 100,000 and unlimited.
  • Start with replies to customers who message you first. Replies inside an open window do not count against the limit.
  • Do not send templates to people who never opted in. Template quality is rated from user feedback and read rates, and repeated low-quality templates can eventually affect the phone number.
  • Make the escalation path easy to find, so frustrated customers do not block the number instead.

Dualhook boundary

What Dualhook does

  • Onboards your number through Meta's Embedded Signup, with Coexistence, as a Meta Tech Partner.
  • Routes messages, smb_message_echoes and history webhooks from Meta straight to your endpoint.
  • Gives your agent a Runtime API for replies, templates, media, read receipts and typing indicators.
  • From $12 per month per connection, with no per-message fee.

What it does not do

  • Host, run or train an AI model. Your agent is yours.
  • Provide an inbox or store message content.
  • Offer the Calling API, groups, or the Marketing Messages API.

Frequently asked questions

Did Meta ban AI chatbots on WhatsApp Business?

No. The ban covers AI Providers whose AI is "the primary (rather than incidental or ancillary) functionality," such as general-purpose assistants. A business's own agent answering its own customers is allowed, and its replies are billed as ordinary service messages.

Can I use ChatGPT, Claude or another model behind my own WhatsApp agent?

Yes, as long as WhatsApp data, including anonymous, aggregate or derived forms, never trains or improves an AI model. The one exception is fine-tuning a model for your exclusive use. Use a model API whose terms exclude your data from training.

Do I have to tell customers they are talking to an AI?

Not under WhatsApp's policy. It does require escalation paths when you automate replies, and local consumer-protection or AI law may require disclosure where you operate.

Does the agent have to hand over to a human?

It must offer a prompt, clear and direct way to reach one: an in-chat human transfer, a phone number, email, web support, an in-store visit or a support form. A live handoff inside the chat is one option, not a requirement.

How much does WhatsApp charge for my agent's replies?

Since 1 October 2026, free-form replies are service messages: each business phone number gets 1,000 free per month, and from the 1,001st Meta charges the market's utility and authentication rate. Without a payment method, Meta stops delivering them once the free tier is used. Your model vendor bills separately.

Can my staff keep answering from the WhatsApp Business app while the agent runs?

Yes, with Coexistence. Each message staff send from the app triggers an smb_message_echoes webhook, which your agent can use to stand down. App messages do not create, extend or affect Cloud API conversation windows or pricing.

Can the agent read old chats?

Only through Meta's one-time history sync at onboarding, if the business approves sharing. It covers messages from up to 180 days before onboarding, must start within 24 hours, and group chats are never synchronized.

Can I run Meta Business Agent and my own agent on the same number?

Not through Dualhook. Enabling Meta Business Agent makes it the primary responder for new conversations and moves other integrations to the standby webhook field, which Dualhook does not subscribe to. Embedded Signup also fails with error 3441060 while a Business AI agent is linked to the number.

Can the AI agent take voice calls?

Not through Dualhook. Meta does not support Cloud API calls on Coexistence numbers, so calls stay in the WhatsApp Business app, and Dualhook offers no Calling API on any number.

Does Dualhook run or store my agent's conversations?

No. Dualhook hosts no AI and has no inbox. Meta sends message webhooks straight to your endpoint, and your agent replies through Dualhook's Runtime API, which relays requests without storing message content. Plans start at $12 per month with no per-message fee; Meta bills messaging separately.
